Frequently Asked Questions – Changes to Australian Citizenship Legislation: "When the new Act is implemented do all permanent residents have to be in Australia for 3 out of the last 5 years?
All people applying after the commencement of the new Act will need to have been permanent residents in Australia for at least 3 of the 5 years prior to application unless they are eligible for one of the exemptions to the residence requirements. There are also some transitional provisions, which are outlined above."
